Mopeds and Scooters Differ
The word moped is derived from the words motor and pedal. Thus, mopeds will always have pedals. If the scooter you are operating does not utilize pedals, then it does not meet the definition of a moped. Scooters have step-through frames, while mopeds may or may not. Scooters also have platforms for the rider to place their feet onto.
Mopeds should not be confused with motorized bicycles, which are regular bicycles with an aftermarket internal combustion or electric engine attached to it.
Mopeds are always 50cc and under, while scooters can exceed 50cc and can be legally classified as motorcycles. Moped speeds do not exceed 30mph, while scooter speeds are not limited.
To operate a moped, you only need a drivers license (or special permit if you are 15) and a moped registration. While scooters over 50cc require a motorcycle license, registration and insurance.
Mopeds have larger wheels than scooters. Moped wheels are normally around 16" and scooter wheels around 10".
Moped engines are mounted near where the rider places their feet, while scooter engines are mounted above the rear wheel.
